The world clock might be good for members that want to know current time in other parts of the world-especially when wanting to exchange ideas "live" with other members.
Highlighted text might be a good option to have but dont know how often it would be used.

Spam warning? Forget the warning. Should be in forum rules = Spammers will be banned-no warnings, no second chances BANNED-PERIOD!
Rules infractions given by you and or moderators might go something like this:

These are rules that I personally enforce on another site and find them good and effective. Its up to the users to read and know the rules. So far, spamming is the number one reason I end up banning. The three strike-automatic ban rule for smammers makes it easy, effective, and less time consuming in runing a site.

Ed, on my forum, I operate similarly to Gene's way. Here are some of my particulars:

1. SPAMMERs are immediately banned. Since they are on moderation, no one ever sees their posts.
2. ALL new members are on moderation for their first five (5) posts.
3. ALL new members have limited access to the forums (no profile views / changes, no PM ability, no emailing through the forums ability) before they have fifty (50) posts.
4. After a member has achieved fifty (50) posts, they are automatically granted full access. (No SPAMMERs are going to stay on a forum to make 50 active posts.)
5. ANY personal attacks constitute an automatic ban from the forums.
6. Other infractions are given seven (7) days restricted posting. They may view the forums and threads, but cannot post a reply. Trust me, this hurts a lot, especially if they are an active poster.

I have some additional rules for some hidden forums on the site, offering freedom of speech, similar to your rules. If members of the hidden forums take disagreements "upstairs" to the regular forums, both will be banned. If a member of the hidden forums goes "upstairs" and stirs up trouble, he will be banned from the site. The idea behind allowing them freedom of speech forums is so they can get things off their chests so they will not try to vent on the regular forums. But, even that, doesn't always work - human nature being what it is, and all.
